About Linkage Program

Since 1988, the Linkage Program has assisted in developing and strengthening Mozambican trade unions and the women’s movement. Our program seeks to build projects of exchange and training with other workers in the northern hemisphere (Canada) and southern hemisphere (South-Africa, Botswana, Zimbabwe and Brazil).
 

The main instruments for building capacity are:

  • Linkage Bulletin provides a bimonthly review of happenings within the trade unions and women’s movements in Mozambique, and encourages regular communication between partners.

  • Cooperants provide in-country project monitoring on behalf of Canadian partners, initiate and support new projects, procure project funding, organize trade union exchanges, and provide translation and communication services.
     

Program aims and objectives

  • To create strong links between trade union and women's organisations known as partner's organisations.

  • To provide assistance with project proposal development and identifying donor agencies.

  • To work with partner organisations in project implementation.

  • To monitor projects on an ongoing basis ans provide project evulation on behalf of donor agencies.

  • To organise and accompany visiting delegations.
     

 

Mozambique : a country in transition
 

Mozambique is a country in transition. The Peace accord signed in 1992, put an end to 16 years of war and revived hopes for a better future.

Since the introduction of the PRE (Structural adjustment and the re-establishment of economic growth) in 1987 a number of state owned enterprises have been privatized. Privatization, market liberalisation, and the war have led to increasing unemployment, poverty and hardship.

Although there were unions in the 80’s it was not until the mid 90’s that they became independent from the State, and started actively organizing the workers to defend themselves. Trade unions are the only recourse for the aggrieved worker in Mozambique.

The absence of a Labour Court means that Trade unions have great difficulties ensuring that employers adhere to the Labour Law decreed in 1998.
